Fisher said it's the 13th straight year seat belt use increased in the state, according to an observational survey done by the New Jersey Institute of Technology. "We're pleased to again see an increase in the front seat belt usage rate in New Jersey,"Fischer said. "By simply buckling up, lives are saved." State officials said 89 percent of the state's police agencies participated in a two-week "Click It or Ticket" program in May. Police issued 41,442 seat belt citations, down 5,000 from last year. AP
